Leaders announce a global climate emergency. This will end the burning of fossil fuels, provide money and skills for clean energy across the globe, protect the environment and improve farming methods to cut down the production of greenhouse gases. Workers’ jobs and pensions will be protected.
The budget for the real green transition will be well over 100 trillion dollars. This will cover the installation of renewable energy, adaptation, loss and damage, new technology and the incomes of workers whose jobs will be lost. The money will come from taxing the very rich and the world’s largest companies.
New executive organisations will be set up under the United Nations, broadly modelled on the IPCC. Mitigation, adaptation, loss & damage, finance, technology development and global coordination will each have their own organisation and budget.
There will be thorough monitoring and evaluation, and maximum transparency.
